Unless you have changed the default settings of Windows Update or disabled Windows Update, Windows 10 usually downloads and installs updates without requiring your attention.
But that seems to have changed now. Many Windows 10 PC users are getting “Your device is at risk because it’s out of date and missing important security and quality updates. Let’s get you back on track so Windows can run more securely. Select this button to get going” message in the Windows Update page of Settings app.
Why are you getting “Your device is at risk” message?
The “Your device is at risk because it’s out date” warning message is new to Windows 10 users. The interesting part is that the message is showing up on PCs running the recently released Windows 10 Creators Update build. Apparently, the message shows up if you have not installed recently released security updates.
PC users would expect “Your device is at risk” kind of messages when running a 15 years old operating system like Windows XP.
When new updates are available for your Windows 10 PC, Windows 10 usually automatically downloads and install the same without showing any notifications. This new warning message is quite surprising since it’s appearing on PCs running a recently released Windows 10 build. Instead of this lengthy and scary message, Microsoft could have used better words to let users know that new security updates are available for Windows 10.
To check if you are also getting this warning message, navigate to Settings app > Update & security > Windows Update. In the Update status section, the warning message will appear. If the warning message is showing up there, simply click the Check for updates button to check if new updates are available and automatically install new updates, if available.
In short, if you are getting “Your device is at risk because it’s out of date” message, it simply means that you have not installed recently released security updates for Windows 10. Click the Check for updates button to check for available updates and install them. The message should vanish once the updates are installed.

The problem I have is that I can't install the 2018-08 Cumulative update (KB4346783). Every time I restart to install the update I get the typica 'please wait while Windows installs updates' screen with the circling dots, my PC restarts, then I get an icon in the system tray telling me that my devise is missing important updates. I check the Update History and I see 'Last failed install attempt on 2018-09-06 - 0x80073712' (see below).
The last time I was able to successfully update was apparently 2018-08-25. Windows defender definition updates apparently work fine.
I've already tried a couple of steps to fix the problem with no success. I've tried using a clean boot (that is, I followed the instructions here). I then tried running the Windows Update Troubleshooter (from Update and Security > Troubleshoot). It reports 'Potential Windows Update Database error detected (fixed)', 'Windows Update components must be repaired (fixed)', 'Check for pending updates (fixed)'. Then I let Windows re-download the update and restart to install it. Same result as before - 'Your device is missing important security and quality fixes.' When I run the Update Troubleshooter again after restarting, it finds and fixes the same issues.

I'm running W10 (64-bit) version 1803 OS build 17134.1, on a personal PC (which I'm the only user of) with an AMD FX-8350 processor and 16 GB of RAM, if that helps any.
Edit: OS build is 17134.1, not 17134.4. To explain, I recently (2-3 weeks ago) had to replace my C: drive and my recovery USB was not the latest version.
Edit2: I've tried the .bat suggested by Run5K, with no success (it ran OK, but updates still don't work.). Although now Windows can't install update KB4343909 ('Failed to install on 2018-09-06 - 0x80073712'). I also tried manually deleting everything in
C:WINDOWSSoftwareDistributionDownload
, with no effect.Edit3: Followed the instructions here and manually installed update KB4346783. The log file is here. It didn't work. Windows Update reports that I need to install update KB4346783.
Edit4: So I ran DISM and SFC as suggested by Ramhound. Logs are here and here. DISM got to 84 % then quit with the error 'Error: 0x800f081f The source files could not be found.' SFC reports 'Windows Resource Protection did not find any integrity violations.' Running
wmic qfe list
lists only two updates installed, KB4343669 and KB4343902. I'm going to pause updates until next month, unless someone has a better idea.Noteless Scholar

My Windows 10 PC is currently displaying an icon in the taskbar that says 'Your device is missing important updates' when I hover over it. Clicking on it brings me to the Windows Update section of the settings, saying 'You're not up to date. Your device is missing important security and quality fixes'. Clicking 'Check for Updates' causes the window to search for updates for a brief moment, before returning to 'Your device is missing important security and quality fixes'. It's not actually updating, it just says I need to. I have 'Give me updates on other Microsoft Products' checked in the Update settings, so I am not missing those. I have run the troubleshooter and tried all the fixes it proposed I do. I have restarted my PC, to no avail. Nothing worked.
Now Windows Defender also displays a red icon on the taskbar, saying 'Actions needed' when I hover over it. Clicking it brings up Windows Security Center.. where everything seems fine. All the icons except the family options display a green checkmark, indicating that no actions are needed.

I try retry and same thing.
I ran the troubleshooter for Windows update and I get
- System registration is missing or corrupt
- Potential windows update database error detected
- Windows update components must be repaired
- Check for pending updates
They all show as fixed. If I run update, I get the same message as before, if I run the troubleshooter if shows the same problems again and as fixed again.
I tried using windows update via the PowerShell module and it shows nothing when running Get-WUList, Get-WUInstall etc
